On 2/1/2024, members of the Carter County Sheriff's Office, Van Buren Police Department, Ellsinore
Police Department, National Park Service, and Missouri Highway Patrol (DDCC) served three search
warrants for 33 N. Herren Ave, Ellsinore, Missouri; 29-102 US Highway 60, Ellsinore, Missouri; and 12599
Carter Route H, Ellsinore, Missouri, due to an investigation by Carter County Sheriff's Office.
As a result of the search warrants, law enforcement located crystal-like substance presumptive positive
for Methamphetamine, measuring scales, drug paraphernalia, and other items seized for evidence.
As a result of the investigation, the following were charged:
Joshua Keathley charged with Delivery of a Controlled Substance, arrested on 2/1/2024.
Jessica Davis charged with Delivery of a Controlled Substance, arrested on 2/1/2024.
Lamar Millis Jr. charged with Delivery of a Controlled Substance and Keeping or Maintaining a Public
Nuisance, arrested on 2/1/2024.
Dale Adams charged with Delivery of a Controlled Substance and Possession of a Controlled Substance,
arrested on 2/5/2024.
Skeet Barbre charged with two counts of Delivery of a Controlled Substance, arrested on 2/7/2024.
Basil Wayne Foster charged with Delivery of a Controlled Substance, but not located at this time.                                                          Mr. Foster was arrested by Poplar Bluff Police later in the month. This operation which resulted in these arrests and removal of dangerous drugs on our streets was a culmination of months of intense police investigation and cooperation with other departments that
allowed us to successfully protect our community.
